Partners In Housing Development Corporation (PIHDC), the developer, purchased three buildings on the east side of Indianapolis containing 106 apartment units located in a campus-like setting. Plans were devised to redevelop the buildings for permanent housing for homeless individuals and families. The developer worked with the City of Indianapolis along with other funding sources on the project and also employed Low Income Housing Tax Credits to make this project a reality. Colonial Park represents the first venture in the Mayor's initiative for a “Blueprint to End Homelessness” in Indianapolis.

 

The services of Jacobs Pannicke Architects, Inc. now known as ARCHitecture trio, inc. were engaged to develop renovation plans for these three buildings. Exterior repairs, window upgrades and interior renovation of the existing units were included as part of the project scope. Unit interiors were redesigned to accommodate the special needs of this particular user group. Focus group meetings assisted the project team in their comprehension of these requirements and directed the development of Construction Documents. Historic Rehabilitation Tax Credit Applications along with a National Register of Historic Places Nomination were prepared as part of this project.

 

Special features for tenant use are included within the design of the buildings and site to further enhance the living experience of the residents. Space within the buildings has been allocated for service providers that work with this unique group of residents.
