GENERAL INFORMATION | Randolph County was formed in 1818 with Winchester designated as the county seat. Railroads brought prosperity to the town which became the heart of the county. The Courthouse Square transformed itself in the mid-1800s from a makeshift shanty town of wood structures to a sophisticated city with finely detailed masonry commercial blocks, many of which remain today. The buildings have received several alterations over the years to accommodate new uses & technologies. However, the downtown square maintains a cohesive appearance. Winchester Courthouse Square was listed on the National Register of Historic Places in 2001.
FACADE STUDY | The City of Winchester was awarded a grant to conduct a Downtown Façade Study through the Office of Community and Rural Affairs (OCRA). ARCHitecture trio, inc. performed an extensive evaluation of the Courthouse Square that included a thorough analysis of each building’s historic and architectural exterior features as well as an assessment of structural integrity.
Multiple public meetings were held over the course of the study, during which time goals were identified with a consensus reached on project boundaries and focus buildings. Discussions with owners concentrated on needs versus wants, required versus desired improvements along with budget restrictions. The information incorporated in the study includes: Building Conditions, Recommended Improvements, Modifications & Potential Reuse. Voluntary design guidelines were developed for the study as well as potential funding sources and methods to distribute potential grant funds to the various property owners.
